How do i seal a concrete slab with river pebbles embedded into it and glue the loose ones at the same time?

I wonder if it could be grouted like a tile floor I know grout is resistant to weather, holds tile in place, and adhears to stuff really well.Maybe ask a tile store grouting is a fairly easy task
