Are blacks encouraging other blacks to commit crimes in music?

My neighbors are black. They play their music so loud that I can hear the lyrics. Today, they were playing a song by a black female singer that talked about busting the windows of a car to teach her man a lesson. Whether it is going into their subconscious, I feel that this song is encouraging people to be violent and to commit crimes if they are not getting their way. What do you think?
